Are there any short (6.5" - 7.5") uppers available in 7.62x39mm?  

And would they be reliable?

I plan on using a CAR length buffer system.

As far as I can tell, no.  The only "pistol" 7.62x39 upper avaialbe (to my knowledge) is from Model 1 Sales and it's a 10 or 10.5" model.

Back in the day, Olympic Arms made a 7" one (similar to the 223 one they have, built in recoil system).

Best be might be to buy a M1S upper and have someone cut it down......
