Other than using a stiff piece of plastic and a hammer, is there a specific tool to use to tighten this against the handguard to secure it?

Can you find a castle nut wrench big enough to fit around the nut?

That should just uses a standard AR armorers wrench as long as it has the prongs on one side.

The other option is to buy a YHM forearm wrench as that hole pattern is pretty universal (YHM-9621)

Have one of those and can confirm it doesn't work.
It worked great for the barrel nut itself but not that outer ring.

Lol, i totally misread the actual post and only read the title and saw the barrel nut. A spanner wrench is going to be needed for the collar. One thing I used to do if I didn't have one was place the collar where I thought it should be and tighten the rail against it. Not the best method, but still worked for what I needed.

they make adj spanners but youll need i think a 2 inch one

If you are referring to the outer ring, I use this wrench for those types of nuts:
