Please forgive my ignorance here as I'm only a barrel maker and a reloader, but what's the problem with shipping a barrel with a loaded round in the chamber?
Do you realize what kind of energy it takes to ignite a primer?
ANY barrel I ship is protected by the packaging so it can't take a hit.
Now, you must also realize that the stuck case will be at least 1/4" down inside the barrel extension.
What are the chances that something is going to pierce through the packaging and make it directly to the center of the barrel extension and hit the primer with enough concetrated force to fire the primer?
If you are thinking that's even remotely possible, play the lottery.

Let's say it's your lucky day and something actually DOES fire the primer.
There's no bolt holding the case in the chamber.
That case is coming right out of there.
The force to move a bullet down-bore is MUCH greater than to remove a really stuck case.
