I just bought a new Bushmaster 20" H-BAR with picatinny rail and A3 handle. I have read that these can handle the hotter mil 5.56 withought a problem over the .223. My question is,  is this  actually chambered for the 5.56 or just capable of shooting them.

They're actually chambered for 5.56, so they can handle .223 no problem.  It's the other direction that limits you, when a chamber is .223, it won't handle 5.56.
