Not exactly sure what you mean by "off the shelf" , but I think G&R and ADCO have 18"ers in stock.

Of-the-shelf. A Stock item...ready to sell, that I can order today. I thought DPMS had them but I was mistaken.

RRA makes varmint uppers with 18" barrels, very accurate uppers, and of course very underrated.
