the upper i want has a 16" chrome lined barrel and mid length handguards.  preferrably with M4 feed ramps.

no one makes such a thing?  is there something wrong with this combo?

Talk to ADCO, they have such a thing made by Rock River, if you're cool with 1/9 rifling.

ADCO's a very good possibility for an upper like that.

Armalite made a midlength upper with a chrome lined 1/9 barrel and all their uppers now come with M4 ramps, but I read on a thread here recently that Armalite may have dropped that configuration from their line of products - I haven't verified this yet.
