Hi

I bought this used, I can get the bolt in no problem, but my upper will not close all the way down on the lower.  Any suggestions??

You have the kit fully inserted?  Hammer cocked?  Or how about the usual problem; using an Armalite rifle or any rifle with a "rounded" edge charging handle. Check how the charging handle mates with teh leading edge of the kit's recoil spring housing., most likely the kit can't be pushed all the way forward to close the rifle.
