I purchased a complete new bolt carrier today. Once I got it home, I noticed the 2 hex heads were not staked in. And they will come out. Can I use permanent (RED) Loctite to secure these in?

Or what is the procedure of securing these without damaging the bolt/carrier?

You can stake em yourself with a quality center punch.  Just make sure they are torqued down correctly (35-40 in lbs) unless it is an Armalite and then they use different screws and thusly are torqued down a little tighter.
