If i bought preban Colt Blue Label rifle with 20" barrel would it be legal to put an M4 upper and a collapsable stock on it?

As long as the lower is preban, I would think that you are all set.

Yup, except the M4 upper has to be 16" in barrel length.

An M4 barrel with a 14.5" barrel is also legal as long as you put a longer flash suppressor on it that brings it to 16".  The suppressor has to be perminantly attached.
