I'm rethinking the use of a flat top for my dissipator build or
anything in the future.
It doesn't look like I will be getting a red dot at least nothing of
Aimpoint quality.
Even if I could afford it I really don't like relying on anything
battery powered.
I guess I could get some kind of fixed BUIS with a cheaper red dot
or just go to a A2 or A1 carry handle receiver.
Suggestions?

Get a flat top for the versatility.

You can put a carry handle on, which is a much better sight than a BUIS.

You can remove it and use a scope or a red dot at any time.

This is good advice. However, if you do add a red dot at some point, you will still want a BUIS in the event something happens to the RDO. MAGPUL MBUS Gen 2 flip-up sights (MAGPUL MBUS Gen 2) are a great inexpensive option. As for a decent red dot optic that does not break the bank, look into the Primary Arms Classic 30mm red dot w/ free mount (PA red dot) and the VORTEX Strikefire (VORTEX Strikefire) that Palmetto State Armory has right now for $89.99. It comes with a mount also. I have used both of these and they a great optics for the money.

This is what I would have said if someone hadn't beaten me to it.

I agree mostly. However, an slick side A1 upper sure is looking sexy for a Kiss build right now...

Bushnell TRS is really cheap this weekend.  I have been banging the shit out of two of them and they are holding up just fine.  Both on flat tops, one 9mm and the other a pencil barrel .223.
