I am in Afghanistan now, as a civilian, and according to Wiki, a M4 and M4A1 both have 14.5" barrels.  But all the soldiers I see here have Colt M4's, not sure the barrel length.  But my question is would a Colt 6920 with a 16" barrel be a true M4 or M4gery?  Thanks for your help, trying to figure this stuff out.

No it's not.

M4/M4A1 are both select fire. 6920s are semi auto only with a 16'' barrel.

The difference between the M4 and M4A1 is the trigger (BURST vs AUTO) and the thickness of the barrel under the handguards.

A 6920 is as close as you can get with the Colt for a M4gery (Semi auto with 16" barrel) without going the SBR /NFA route...

If you go the 14.5 route ypu have the go the NFA route as Stickman noted, or get a 14.5" barrel AND PERMANENTLY ATTACH a muzzle device that is long enough to bring the barrel length to 16"

I believe that MI is not yet an SBR state. Or did that recently change?

Buy one of the newer 6920's with the "M4 CARBINE" roll mark. Get a take off Colt 14.5" barrel from the EE and a A2X flash hider from BCM. Pay someone to swap the barrels and pin the hider on. That's what I did for my M4 repro build... probably the closest I'll ever be able to get to my original:
