I would take a good look at the BCM 410 stainless barrel.  Personally I feel they're a better barrel than the WOA, and they're only 300 bucks.

THe DD lite 14 will be fucking awesome on there.  I have a DD lite 14 on my 18" BCM barrel and its absolutely awesome :-)

I personally prefer surefire breaks just incase you want to mount a can and its really effective, but from just a brake perspective you've chosen a good one!

Oh, the PRS is a fucking monstrosity and frankly I think its a lousy idea.  An ACS IMHO would be the better way to go.  Much easier to control LOP for ultimate comfort.  The PRS is just too damn long and heavy and bulky for what it is.

Another vote for the BCM SS410, got one of their SAM-R version Ion-bonded and it's awesome. Will hit the 600yd line this weekend and report back.
As far as rails go, i wont go over 12" on my units, easier to spot trouble with the GB IMO.

Another vote for a BCM SS410 barrel over the WOA. Don't forget a low pro gas block and gas tube & pin. The DD Lite rail comes with 3 black ladder covers so you can scratch the rail covers on your list. The QC wouldn't be my choice of muzzle device, but since you like in CA and must have a brake it's not a bad choice.

ETA
You can get it all from BCM to save on shipping & it's all in stock except gas tube:
BCM SS410 barrel $300
DD Lite 14" $360
PRI MSTN QC brake $80
Vltor stainless gas block $56

Nothing wrong with the WOA,,rifle length or mid? Mine is a rifle length, shots great.
Tink it's a "softer" recoil too.
You're in Cali so the UBR is out right? An  A2 stock really works well, and is lighter then the PRS,cheaper too.
Maybe even look at [agh] CCA stocks.
I also like the PRI tubes over the railed type.plus no special barrel nut wrench.
Are the LeVang type comps legal there? kind of a better ear friendly comp.
As all the gasses are directed forward rather then back and sidwards.

I would not for a precision build, until they confirm they are doing the heat treatment.
