Is it a bad idea to have a   M4 SIDE SLING ON THE BARREL   if I have a Free Floating hand guard, or should I have a Sling Attachment on the FF Hand Guard?

Yes and yes.  The whole point of the tube is to allow the barrel to float free.  If you sling up to the barrel, you'll change the point of impact.

On an M4 carbine, the swivel on the barrel with a free float handguard win not result in any noticable negative effect, when used for the purpose which the weapon was designed.

The Stag 2T comes with free float quad rails and a side sling mounted on the barrel.
