What  F marked FSB on flat tops means

Whether it's a flat top or not would have nothing to do with it, although you'd want one in that case.  The "F marked FSB" is a front sight tower with an "F" stamped into the metal.  The "F" means that it's mil-spec.  They are taller, for the flat top, designed to match the height of Mil-Spec height rear iron sights.

It's for use with flat top uppers.

The detachable carrying handle attached to the upper is slightly higher than an A2 upper, and it would make a carbine especially, shoot higher, or have the front sight unscrewed almost completely.  A quick fix for this was to make new FSB a little bit taller, thus, F marked FSB.

However, some FSB are marked F but actually aren't any different from a standard FSB.
