Does any one sell Stag uppers with that are 14.5 and have perm phantom attached?

I do.

I have 16" stags in stock.
No problem to shorten to 14.7" and permanent attach the provided A2
Also can shorten to 14.5" and attach your choice of Phantom.

I know that stag did a short special edition run of 14.5" uppers, not sure if they still are available.

That was a while ago and they went quickly.
I don't know why they don't just keep making them...

Depends on which specific configuration.
Tell me the model number, handguard system etc... and I will quote it.
