From what I've read, do Plt Cmdrs get M4s? or is that unit specific? because of what ive read it seems like sqd ldrs and plt cmdrs and leaders of the such get m4s, and the rest 16s. is this true?

I think you've got it right.  I'd ask my USMC friend...but he's over in Iraq.

M4's for NCO's and higher maybe?  

I'll toss him an email and ask.  Someone else will probobly chime in before I do though.

It is determined by the Units MTOE, anything more than that is an OPSEC issue.
