Use a drive punch about the same size as the cup created when the rivet was folded over.  It will dirve the rivet out by shearding the folded metal off.  Just drive it on through.  You will not be able to reuse the rivet

You can also drill it out with a small drill bit. The "cup" makes a nice dimple to start the drill bit straight.

I used a cordless hand drill.  Make sure that you secure the rifle (I set it on the floor and pressed my leg over the handguards).  Do it slowly, back the bit off every couple of seconds.

Use a DREMEL.

(This is the answer to a suprisingly wide ranging array of questions.)

Why are you making the simple so difficult?  Just punch it out in seconds.  This is soft metal, by the time you find an outlet to plug in your drill and dremels I have knocked about 5 to 10 of them.  While drinking my coffee!

+1 on the punch, I did mine a few days ago like that, and to my surprise it took two small hits
