Could a fella use an 18" heavy profile barrel in an ar for smallbore highpower hunter class competition and still be in the right weight class?

There is no such thing as "smallbore highpower hunter class" in NRA rifle competition.

For starters, "smallbore" is 22 rimfire.

If you are talking about NRA Highpower Sporting Rifle, I doubt any scoped HBAR AR will make the weight limit (9 lbs max with sights).
