Surefire Rail and scope for carry handle scope?

I'm looking at getting a Surefire rail for a friend of mine in the Border Patrol, their using M4A2's that still have the carry handle and he wants to mount a light and for grip on it. The choices really narrow down because of the carry handle. He also wants to mount a scope up on the carry handle but man that suckers up there any ideas?

I would advise your friend to look at the MI #17 rails (cheaper and better IMHO). I think it is a bad idea to put a scope on a carry handle. He might want to look at a compact ACOG (small, light, magnified).
