What is the overal length of an M-4 with a standard 4 position stock, in the fully closed position, and a 14.5 inch barrel with perminently attached flash suppressor with a total length with flash suppressor of exactly 16 inches?....

I need the exact length down to the decimal not just a guess, or about, Michigan has a Communist law which says any rifle with a folding or teloscopeing stock with an overall length with the stock collapsed, or folded, and still operable of less than 30 inches has to be registered as a pistol, and under 26 is "evil" so is banned....

But that is for the 14.5" barrel with the A2 flash supressor (which won't make the 16" minimum barrel length).

I have the same concerns.
My only 14.5" bbl wears an AK brake and with a 4 pos stock it's about 31".

31.5" with a phantom and type 2 stock.

A permanently attached Phantom will get you there (30" + )
