Just based on dealer pricing I see in places like Shotgun News, the prices seem to be Colt most expensive, then Bushmaster and Armalite next most expensive, and RRA a bit more reasonable...  the least expensive "major brand" usually is DPMS/Panther though.  For your purposes a DPMS may be the best choice if price is the major concern.

Buy one used if nothing matters.  I highly recommend RB Precision.  They have good prices and good delivery.

www.ar15sales.com has RRA standard A4 for $695 shiped.

It is a flat top A4 with a 20inch barrel
