I don't have the money to buy a new AR, so I need a way to switch from a EO Tech to a simmons 3-9, and back to the EO Tech. I have a bushmaster "M4" A3, I have 2 YHM riser blocks to clear the BUIS rear.  I need A way to mount the scope without using the risers, or removing the BUIS rear.  With the quck detatch rings all I need is a 1/2 inch.

Toss the riser blocks you don't need them.

What BUIS are you using?  Most folding buises should fit under your scope with the proper height rings or a all-in-one ring&base (like the RRA/Armalite/LaRue base).  

I do this on my M4s.  With an ARMS#40 I can pull my EOTech and put on a scope when I want to check the accuracy of a particular load.

I'm confused as well on why you would spend so much money to get an Eotech, but skimp on the magnified scope.  I'm used to Eotech and leupold combo, or BSA red dot, and simmons scope, not this...

I suggest getting a better scope first, if you don't wanna spend much, get a SWFA SS.  Then get yourself a quick release mount for both the scope and the eotech.  you shouldn't have to spend more than 500-600 bucks on everything, that includes the scope.  Just shop around.
