A "pre-ban" weapon/lower would be a semi-automatic weapon that was assembled into a complete weapon prior to Sept, 1994 w/ 3 or more "evil" features such as:
Telescoping stock.
The ability to accept a large capacity feeding device. (A magazine holding more than 10 rounds. All AR15 have this feature)
Grip protruding below the the trigger. (All AR15s have this feature)
Bayonet lug.
Flash supressor.
So during the federal ban, which has expired, you were allowed to have 2 "evil features".
For example an AR15 manufactured after Sept 1994 w/ a new "Sporting" name that had a pistol grip and the ability to accept a detachable magazine holding more than 10 rounds- you could not add a C-stock, flash supressor etc. Anything more such as the addition of a C-stock or flash supressor and you had too many "evil" features.
However, if it was proveable that your AR was assembled into a nasty "assualt weapon" before the ban took effect in 1994, you could add or delete whatever "evil" features your little heart desired as your lower was "grand fathered".
The federal ban is no longer in place as when it was passed in 1994, it had a "sunset" provision. That is that it would automatically repeal itself after 10 years. As of Sept 13, 2004 the ban is just a terrible memory... Unless you live in a state which has it's own "Assault weapons ban". In some of these states, you can have a weapon brought in that was manufactured before 1994 w/ all the "evil" features. In other states, no weapon that is determined to be an "assault weapon" can be imported, purchased or sold regardless of the date of manufacture. Only the grand fathered owners are allowed to have it.
In the end, if you're still confused I'm sure there's some handy resources on this site as to what was included during the ban. If the ban doesn't make sense to you- it is as expected. The ban was a solution in search of a problem and didn't make sense when it existed and that is its legacy. A horrible display of tryanny which has caused more than a few to second guess the mental stability of those sworn to politically represent them and above all else to uphold the constitution.
