What is the shortest barrel length a civilian can own? Is it 16 inch or 14 1/2 ?

Has to be 16" overall. So you can have a 14.5 with a 1.5" muzzle device permanently attached, and make it to the 16" mark.

ETA: Or you can just go with a 16" barrel, and use whatever muzzle device you want (legally for your state) and not have to permanently attach it.

Total barrel length must meet or exceed 16".  If you get a 14.5" barrel with a FH/muzzle brake with a minimum of 1.5" that is permanently pinned/welded, you will be good to go.  

An A2 FH won't help you out with a 14.5" barrel.  You'll find most users here opt for a Phantom of some sort.
