So I built an AR off a stripped lower I bought here in town.  My dad lives in FL (I'm in NV) and I want to send it to him as a gift.  Do I have to send it to a FFL?

Couldn't really find anything specific on ATF's website.

Is this because it has to get "registered" to him?

I know I could take it with my luggage when I go there.

It is because according to the GCA of 68, private sales between residents of different states is against the law.

So even though I'm giving it to him for free, it's still considered a sale?

Sorry for all the questions - just want to give it to him with the least out of pocket expense for him.
