Hello,

If they attach a flash hider such like a Phantom on a 14,5 inch M4 barrel what is the proces?

Do they need to refinnish the barrel or something?

A hole is drilled through the flash suppressor and just barely into the threads of the barrel. A pin is installed that is just shorter than the hole is long, and a bead of weld is dropped in. That satisfies the legal requirements. In order to make it cosmetically viable, the barrel is chucked up, the bead turned down to match the O.D. of the muzzle device, and then the entire thing is parked, Guncoated, Bowflaged or whatever. On a good example, the marks are difficult or impossible to see with the naked eye. I have one that was not refinished after it was turned, due to time constraints. It is patina'd, but functions fine. One of these days I'll scrub everything with steel wool and a cleaner/degreaser, then krylon the hole thing.

Where is NLD?
