As others have mentioned, the Marines bought their M16A4s with detachable carry handles, presumably so that rifles without optics could be used, and with minimal additional training. Thus, they don't have the money or the training time to invest in a second set of rear iron sights as "back-up" sights.
Remember, we're talking about run-of-the-mill grunts here. Even Marines aren't really given enough rifle training, because it is expensive and because there is so much else that they have to learn. This forces the military into a "lowest common denominator" mindset.
The more elite units have folks with higher rank and more experience, and these guys will often have BUISs.
But, as usual, the guys with the best equipment are FORMER military who have civilian contracts. If you look at the rifles MSTN is building for contractors over in Iraq, they are top-of-the-line and often at the "bleeding-edge" of technology.
