BATF measures from the closed bolt face to the end of the barrel or permanent mounted FS.

It must be 16+" in either configuration.

Mike

added: standard 14.5" M4 barrel must have Vortex G6 or Phantom FS (or similar length MB or FS) permanently installed to be legal.

thanks Mr. Wilson

Is that applied to Post Banned or Pre-banned?
Is it still in effect after the AWB sunset?

Barrel length has nothing to do with the AWB.  As mentioned, the 16 inch barrel minimum is written in stone.  Either the barrel must be 16 inches (shorter if a permanently attached extension is attached, such as a fake can or flash suppressor) or it must be SBRed.

To measure a barrel legally on a firearm, first you need to have the bolt closed. Drop a dowel down into the barrel until it contacts the bolt face. Mark the dowel where it meets the muzzle end of the barrel (or flash suppressor IF it is permanently attached.) Remove the dowel and measure the dowel to your mark.
