My buddy's Eagle Arms lower reciever has a very sloppy DOD cartouche painted on the front of it. What does that stamp signify and do they still make recievers with it? I believe that it's a pre-ban. Is it a mark of all pre-ban ARs?
Does anyone have this on their rifles. I haven't seen any of the new lowers with it. Thanks!

It's just an inspection stamp that says the rifle left the factory as a complete weapon.

It's not a cartouche.  It's a stamp put on by ArmaLite/Eagle to indicate that it was assembled at the factory and entitled to the life time warranty.

Also don't mean squat in regards to pre/post ban.
