It's just an inspection stamp that says the rifle left the factory as a complete weapon.

It's not a cartouche. It's a stamp put on by ArmaLite/Eagle to indicate that it was assembled at the factory and entitled to the life time warranty.
Also don't mean squat in regards to pre/post ban. |
