I have a 16inch RRA M4gery barrel with the fake birdcage on it. As you can see by the pic it has a silver ring at the base of the brake. Is that silver solder and can I heat that up and twist off the brake? Also do any of you know if RRA threaded theri "post-ban" barrels?

That silver item is just a spacer washer put behind the fake brake which is pressed on.  There isn't likely to be any silver solder on that barrel.

That barrel isn't threaded underneath, the diameter of the barrel was reduced so that the fake brake could be pressed on.

The cleanest way to remove that is to press of the brake, shorten the barrel to approx. 14.5" or so, thread the barrel (1/2X28TPI) and permenently attach a Vortex or Phantom flash hider so that the barrel length is over 16".
