thought this was odd.  Is that his carry handle on the right rail?  Odd, none the less.

No not odd...Its just there so it can be close by should the aimpoint go down or you need to make a far shot.

It's a common practice.  It's better to have it there where you know where it is and have it handy than to have it in a  ruck or a pocket where you might have to dig for it or where it might fall out and get lost.

Judging by the little strap that he has on it.......I guess it falls of from there too?

The strap is there to keep him from having to bend down or get off the vehicle to fetch it if he drops it when mounting it on the rifle.  Makes perfect sense.

The "Strap" is actually 550 Cord which is shroud lines from a Parachute. and in the Infantry, everything of value is "Dummy Corded" to prevent losing it (Remember the kids with Mittens and strings attached to them) . Experienced troopies know how the field "eats" everything. so to prevent losing a High dollar item like NVG's, M68 CCO's etc. they use 550 cord to make a lanyard from "You" to the equiptment.
keeps from losing Important stuff when you need it the most, and from having to pay for a "Statementt of Charges" for equiptment you signed for and then lost.

Yup, dummy cord everything and anything.  That is the golden rule.
