Can I get a friend to overnight to my FFL in ME(I'm a NH resident and Kittery tradign post in ME had an office that the have a runner to do the NH transfers).

Does he have to FFL to my FFL?

Can he Overnight directly to me?

Your friend in NY can send the rifle to the FFL holder in ME. He does not need to have a FFL holder send the rifle, but it must be sent to an FFL holder then transferred to you.
