OK guys! Can a pre ban barrel be placed on a post ban upper receiver as long as it is going back on a pre ban lower? Thanks in advance.

upper receivers are not legally preban or postban since they have no serial number that can indicate date of manufacture. It is only the configuration of the upper as a unit (ie, flash hider, bayo lug) that makes it preban or postban, but in the legal sense, this is only a reference to configuration, not date of manufacture.

In short, yes, it can now, and in 13 days it won't matter any more.
