That's it! Is that for mounting lights and stuff (with the covers off)?? With the covers on does it reduce felt transfered heat from the handguard to my hand??

The cover is there to protect the rails, but it also acts as a grip panel so you don't have to hold on to the sharp, pointy rails with your bare hand |

Yes, the rails are for mounting accessories to the rifle.
