Either one will work.  All you really have to decide is whether you want a SS barrel, or a chrome lined barrel, since 1/8 seems to only come in SS barrels and 1/7 in chrome lined.

What kind of shooting you going to do with it?

I suggest buying the Bushmaster 16" being offered as a special order right now.  Bushmaser barrels are often SUB MOA even though they are chrome lined with appropriate ammunition.
