Was considering buying one of those BM special run 1x7 uppers, but had a question.

Is the only difference between a run of the mill flat top 16" carbine and an M4 the part on the front of the barrel that is narrow? Can't be. Can anyone please point me to a place that lists the differences? Thanks!

How much weight? And it seems like the only look change is that think on the barrel right? Or are there others that i didnt notice?

The main difference is in barrel profile.  The M4 is thin under the handguards and has the slot on the front whereas the HBAR is heavy under the handguards and doesn't have the slot.  The weight difference is about .7 lbs.  Also, true M4 barrels have deeper feed ramp cuts with matching cuts in the receiver.  This won't be an issue with Bushy, though, as they don't do it.
