I was looking to build an accurate ar15 that will shoot 1/2 moa or less.  I wanted to know what kind of upper, barrell, etc.  I was looking at an RRA compete upper with SS barrel.
I want to keep this project reasonably priced.

Get the lower of your choice and match it with a J&T 24" stainless bull barrel kit.  The kit has all the parts to complete your lower, and the upper is already to go.  1/2" is no problem.  You should be able to obtain this rig for @ $750.00 without optics.  www.jtdistributing.com  Good luck.

If you are looking for a super accurate upper, then you have to get someone build for you. Be ready to put a lot of money on the barrel. For example, Krieger barrel is a good choice.

Don't go any stock uppers since they are not designed to be super accurate.

Since you’re looking to build it yourself, you might also want to get a copy of Derrick Martin and Barrett Tillman’s “The Complete Guide to AR-15 Accuracy”.

First go buy a bolt fitted to a Krieger barrel.  Then buy a float tube and a flat top upper from one of the major manufactures.  Assemble it yourself following the directions.

Put a match trigger in your lower and adjust it to your liking.  Put a quality 10X or higher scope on your upper with an Armalite mount.  

Go buy some Federal 69 grain, Black Hills 68, 96, 75 and 77 grain match ammo.

Go see which ammo shoots the smallest groups.

Your done.

If you want even smaller groups work up some handloads.

What DevL said, 90% of the accuracy is in the barrel. Spend there then free float it.

With those bullet weights I assume you are also recommending a 1:7 twist barrel ??

Krieger is 1 in 7.7 in their AR barrels.  I have never seen a Lilja AR barrel.  Woud this be turned from a blank and ou have to have your own gas port drilled or does someone sell them ready to install like Kriegers?

I sent KRIEGER my (J.P SS tactical) bolt-carrier and they made sure everything was good to go, and matched up with my barrel setup.  I don't recommend going with the largest diameter barrel, or the longest, IMO and Krieger's, it isn't necessary.  A 20" SS or chrome-moly should work nice for you.  Here is a pic of my current "KRIEGER CARBINE" 16.25" 1-9, chrome moly (solid 1/2 MOA or under @100 w/Black Hills 63gr MOLY).  For what it's worth, DIEMACO also uses KRIEGER barrel blanks, on occasion.
Here's some ideas:
- J.P. 3-3.5lb single stage trigger, or some prefer accuracy speaks or knight's triggers.
- I have a Colt M4 flat top upper (as marked), with feed ramps.  Not a requirement by any means, RRA and Bushy are good too.
- LMT bolt/carrier, or J.P. Enterprise Stainless Tactical or Low Mass (competition only)carrier.  again, just my opinion.
- I really like my new ACE M4 SOCOM adjustable stock, but you may prefer normal A2 stock for your purposes.
- Also happy with KAC Free Float tubes, such as my MRE.
- J.P. Adjustable gas block lets you fine tune the gas pressure/bolt movement.
KRIEGER's are $$$, and they aren't chrome-lined.  Good luck

I upgraded my colt by replacing the upper with a Wilson 24" stainless barel and a Jewel trigger afterwards. Added a Leupold VariX II and then took her out. I started with military surplus ammo at 100 yrds and after getting the scope set in, was connecting the dot occasionally. And that was with surplus ammo. You can adjust the Jewel down to lower than you want to have it at. Then it's just a matter of breathing exercises. [;)]
