I am looking for the cheapest place to get a "NEW" complete upper....

go over to the EE and find chris at Eagle Firearms.  i got a Bushy 16" blunt "patrolman's carbine" flat-top upper through him and the price was right.

Look over in the equipment exchange-their are seveal suppliers who support the AR15COM who sell BM products. If you were just looking for an upper without chrome lined barrel, I would go with RRA products as they are cheaper-but A plus quality. I think they are starting to offer some chrome lined barrels. However I have three BM uppers which are excellent.
