The condition you describe is most commonly due to a tight .223-spec chamber used in conjunction with hot military loads (SA M193, Winchester Q3131A, Federal XM193, etc.). Normally, commercial SAAMI-spec .223 loads work fine, due to their lower pressures.
If your rifle is a standard Bushy 20" chrome-lined HBAR, it SHOULD have the military chamber and should work fine with hotter military ammo. If it is one of the target guns (DCM, Varminter), then it has a tighter .223/SAAMI-spec chamber and this problem would be normal and expected, as those guns are intended to be used with SAAMI loads.
I would try to get a couple boxes of Federal XM193 and see if that works. If not, then I would strongly suspect a tight chamber. If that's not what your rifle is *supposed* to have, then CALL (NOT email or posting in their forum) Bushmaster's Customer Service. They'll help you get the problem resolved. If they don't, email me.
