I understand that the 1/7 twist is to stabilize military tracer rounds.

What is the effect of shooting tracers thru a 1/9 twist barrel?

Is there a lose of accuracy and if so, how much?

Old M196 tracers were designed for 1:12 barrels, and they'll work fine in a 1:9.  The new orange-tip M856 tracers have a super-long bullet that needs a 1:7 twist.  From a 1:9 twist, the bullet will veer off course after 150 yards or so (it's going to depend on velocity [barrel length] and weather conditions, though).
