Are there different hammers for 9mm and .223? I just bought a 9mm upper and the bolt will not fall foreward because it's catching on the hammer. Or, that's what it looks like

The Colt 9mm hammer is narrower and lacks the large step on the 5.56/.223 hammer.

You need a hammer with a face like the top-middle one there.  Or you can just get your 9mm bolt ramped:
