How is it possible to purchase a pre-ban AR?
Don't you have to be the owner before 9/94?
Is it ok to sell and transfer Pre-bans?
It must vary from state to state, but I have seen some pre-bans for sale here in Connecticut and I would love to get one.

It is perfectly legal to purchase/sell pre-ban rifles and lower receivers (except for states that prohibit "assault" rifles, eg. California).  

The pre-ban designation refers only to the manufacture date, not ownership.   The same applies to pre-ban magazines.  Just be prepared to pay a hefty premium over the cost of a post-ban rifle/lower.
