Bushmaster (and any other company) is required to use a blind pin, welded over, whenever there is a need for the muzzle device to be counted as part of the barrel length (such as a 11.5" barrel with 5.5" FS, or a 14.5" barrel with Phantom/Vortex FS), OR when there is a need to legally negate the threads by permanently attaching a post-ban-legal muzzle device.
So, if your barrel by itself is 16" or more, and you have a brake installed on a plain muzzle, the pin holding it on will be exposed, allowing you to remove the brake if you wish. If the barrel is shorter than 16" and going on a non-NFA rifle, or if it's threaded and going on a post-ban, the muzzle device must be permanently attached.
Note that, for example, any Armalite barrel that has a muzzle brake is actually threaded, and the brake has been blind-pinned and welded in place to negate the threads from the "banned item" count.
