Are there any mechanical differences between pre and post-ban lowers? (Other than the fact one can't legally put a pre-ban upper on a post-ban lower)  I have a friend with a PWA pre-ban lower who wants to put on a post-ban RRA varmint upper.  Will this work?

Yup[:D].  In terms of the lowers, the only difference between pre and post bans are the serial numbers; and/or in the case of some manufacturers, like PWA, thety're not around any more, or have a different name now.  Tell him to go for it.
