Do either of these handguard set-ups use heat shields? I do not see any in the pics.

Both the M4 RAS and RAS II have the identical aluminum heat shield rivited in place to the removeable lower rail.  The USSOCOM M4 RIS also has the same heat shield, as does the M5 RAS for the M16 rifles.  Its only the free floating RAS's (includes the one for the G-36/SL-8) that don't have shields.

Nope.  The top is merely well ventilated for better heat dissipation, any heatshield there would preclude that a bit.
