No. Sendra made stripped lowers, not complete guns (though they ALSO ran a company to supply the other parts). They sold lots of stripped lowers to other FFLs also. Certainly many of these guns were built into AWs before the ban, and were therefore grandfathered. Many others were not, and were not sold or assembled into complete guns until after the ban. There were also many lowers that weren't manufactured until after the ban, and these are marked with a circle on the magwell. Note that lack of a circle does NOT make the gun pre-ban!
Basically, no AR is a pre-ban unless you have proof that it was assembled into AW configuration before the ban (9/13/94), or unless the gun was marked "Colt" and "AR15", and therefore fell under the "banned by name" portion of the law.
Certainly, with some brands, you can contact the manufacturer to obtain proof. Others either no longer have records (i.e., Olympic Arms), or no longer exist (PWA, Essential Arms, Sendra, etc.). In that case, you'd have to rely on the seller for proof. Caveat emptor.
