One of our fire districts has announced they will respond to SAR calls (against the wishes of SO and SAR). FD isn't trained or equiped for SAR and can't be that interested in going into the field, maybe they want to boost their call numbers. SO worries they'll get in the way (as they have on occaision in the far past). Doesn't this seem fishy, odd, and not so right?

Are they in a pissing contest with the local (established) SAR group?

I'd make the argument about getting into fields with no experience and no equipment but a boatload of hot air but hey, it's not like FD's have ever done that  before...

(EMS, hazmat, CSR, HAR, ...)

Sorry for sounding ignorant, but what's SAR? SO in Fear city don't answer jobs( or anything else for that matter).

Search and Rescue :)

There really isn't a pissing contest between that FD and the county SAR (which is 100% unpaid volunteer anyways).

Oh. That's all PD/FD here. Usually PD if potential crime scene, otherwise FD with PD looking over the shoulder. The looting problem, you've heard about it before.
