Minneapolis officials are considering bringing in officers from other jurisdictions to help the city’s police department as they face a wave of violent crime and an officer shortage.

If the plan is approved by the mayor and City Council, officers from the Hennepin County Sheriff’s Office and Metro Transit Police would temporarily work with the city, primarily helping to respond to violent 911 calls.

“We’re not gonna be having these people out taking bicycle theft reports. These are going to be people out combating crime issues,” said John Elder, a spokesman for Minneapolis police.

The officers would form Joint Enforcement Teams, known as JETs. Elder said the city has relied on such teams in the past, particularly to help in areas where violence was spiking.

The city would reimburse the sheriff’s office and Metro Transit police for the officers they supply. It estimates the cost just shy of $497,000, money that would be taken out of the city’s contingency fund.

The initial proposal calls for the teams to form Nov. 15 and run through the end of the year.

Council Member Linea Palmisano, who is pushing for the supplementary patrols, said she also hopes they’ll be able to continue them in the 2021 budget, which will be finalized next month.

“We’re barely able to cover the shifts that we have,” Palmisano said. “We really can’t allocate additional police officers for on-duty shifts.”

The proposal will come before council’s Policy & Government Oversight Committee Tuesday afternoon. If it passes there, it will likely come up for a final council vote on Friday, and then head to the mayor for approval.

The proposal comes roughly five months after a majority of the council members promised to work toward “ending” the Minneapolis Police Department following George Floyd’s death.

The city has struggled to combat a wave of violent crime, recording 74 homicides so far this year.

At the same time, an abnormally large number of officer departures following Floyd’s death and the subsequent unrest has strained the police department’s resources. Some officers have filed PTSD claims.

Minneapolis is currently fighting a lawsuit filed by a group of local activists, who say the city is operating below the level of officers mandated by the City Charter. Based on the latest published census estimates for Minneapolis, the charter requires roughly 730 police employees.

The city, in court filings, denied that it was violating any mandates. According to an affidavit filed in the case, the city employed 844 officers on Oct. 1, down from 877 at the beginning of the year. The number of civilian employees also dropped from 176 to 143.

Of the 987 people employed by the Minneapolis Police Department on Oct. 1, nearly 100 were on a leave lasting more than two weeks. The bulk of them were officers.

If I were Sheriff or Chief around there, I wouldn't let any of my guys work there and I'd tell Minneapolis to fuck off.  Suck it up cupcake, you wanted it you got it.

They want to use the borrowed officers as the lead element in combating violent felonies? And they expect to only use them through the end of the year? Good luck with that theory. All other liability issues aside, the future costs relating to any felony arrests those guys make are going to be substantial, assuming that the DA doesn't just flush the cases at the first opportunity. Those officers aren't going to appear in grand juries, whatever hearings they're called in for, and the inevitable trials, for free. There's a reason that law enforcement salaries tend to run higher than base salary, and it has little to do with pension padding....all of these sorts of normal law enforcement appearances tend to happen outside of an officers regular shifts and get paid at overtime rates.

After having seen how Minneapolis backed and supported their own police department, I'm sure officers in those other departments and agencies, are just raring to get in there and see what happens to their career and life when things go wrong and they actually have to arrest someone.

Anyone with two brain cells to rub together can see what the problem is.  Theft is crime. They don’t see it that way.  These yahoos never heard of the broken window theory, and want affirmative justice rather than jail and accountability for criminals.  Affirmative justice, for those unaware, is when the criminal and victim talk it out, and the criminal explains why he needs your property more than you, or it was your fault his fist had to pummel your face, and you are also quite privileged, btw.  No apology even needed!

When the lefty cities don’t even require bail, and these thugs get processed a couple times per day for one crime after another, and don’t bother showing to court, you’d think they wise up.  Nope.  No such luck.

They want the populace screaming for help and totally reliant on the government.  The more pain the more that will become the case.  And they absolutely DO NOT want you to have the ability to defend yourself.  That would ruin their entire scheme!

If any sheriff or chief is stupid enough to send his troops to Minneapolis, then all of the cops being sent and all the cops staying home should call out sick for two days. That would be the fastest and strongest message they could send. Send any of my brothers & sisters to Minneapolis, and we all walk out.

Would only take one time and the command staff would get that message loud and clear...

JET (Joint Enforcement Team) has been going on for about 12 years or so.  It was discontinued for a couple years from about 2017-present, but it’s been around for a while because of the high crime rate in North Minneapolis.  The only difference is that the State Patrol is not participating this time around, but Hennepin County and Metro Transit PD were involved before and are again.  The irony is that JET was designed for the high crime rate of N. Mpls, but now they need it for the entire city.  

South Minneapolis, where the riots occurred, is like the Wild West right now.  Should be interesting to see how this is going to go.  Metro Transit PD chief is a former Minneapolis PD precinct inspector, and he’s a giant tool and political boot licker, so I don’t expect them to do a whole lot.  Hennepin County Sheriff Dave Hutchinson is a good dude and he backs his troops.  Those guys will do a lot, and they won’t have to worry about the Minneapolis Police Admin throwing them under the bus like it does for the Minneapolis officers.

The big problem from the start for the criminal issue is the lax behavior of the Hennepin County prosecutors and judges.  The chances of crimes actually resulting in prosecution are low, and the prosecutions that lead to prison time are even less likely.  There are felons with multiple gun charges still walking around on probation in Hennepin County.  If you’re a juvenile, you will NOT get locked up.  At all.  And this is why the 3-4 carjackings a day in Minneapolis are done primarily by juvenile gangs members.  It’s also why Minneapolis hit 503 shootings (for the year) yesterday, which is statistically higher than south side Chicago.

Because they don’t have any.  They are down almost 200 officers in a department that had 888 in May.  See my response above for why.
Also, the officers in the city don’t want to do anything because the PD admin has gone full fucktard after the riots.  Something like 50 officers have been suspended or fired for menial IA cases going back as far as 4 years ago.  Officers who were suspended got anything from 10-800hrs of suspension time.  The city admin is trying to clog up the arbitration process, and the current political move is to strip officers of arbitration rights.  The problem is that Mpls officers are union, and afforded state arbitration rights just like any other state union employee.  They want to exclude police from that right, as if the 14th Amendment isn’t a thing.  Because they couldn’t get that legislation passed last session, they want to hammer on officers now, get it all reduced or overturned in arbitration, and then use that to say “See? we tried to clean up this department but the arbitration process is broken and they all got their jobs back.”  

Also, Mpls PD admin just passed the most restrictive and ridiculously insane use of force policy in the state.  Officers now have to do use of force reports and IA review of said reports for literally anything, including using aggressive verbal commands, handcuffing, threats of arrest, threat of use of force, unholstering their gun for any reason, removing a 40mm launcher from the squad and more.  Line officers are not allowed to use less lethal (40mm) or riot canisters of mace on rioters or protestors anymore unless they have direct authorization from the Chief, who is a known activist.  

Officers there are in survival mode.  They’re not going to stick their necks out for a community that sold them out and wants them criminally charged for everything.  They’re not going to do it for an administration that cow-tows to activist groups and listens to BLM over the police union.  Or a city council that wants them abolished and that no citizen will vote out or demand a recall election for.

Hennepin County already has patrols up there.  The new Sheriff, Dave Hutchinson, is a good dude and a cop’s cop.  He has been big on getting his guys into Minneapolis doing police work there to bump up their numbers.  Hennepin is a large county and historically the Sheriff’s office patrol division covers the outer rural areas of the county.  He made it known to his guys that he wanted them to do whatever they wanted, but to go into Mpls and do police work there to bump up the numbers so he can go to the county board to increase funding so he can expand the patrol division.  I think he wants to at least double or triple their patrol division.  Smart move on his part.  

The MN State Patrol just got a massive budget increase because of how much they were involved in the Minneapolis riots in May and June.  They had virtually no troopers for the state because they pulled in so many troopers for riot control.  Now they’re on a massive hiring binge and planning to increase their numbers by as much as 20%.  Again, smart move.

A Minneapolis resident and business owner told Fox and Friends on Tuesday that members of the Minneapolis City Council have “blood on their hands” due to the increases in crime after the city’s police budget was cut in the wake of George Floyd’s death. “They saw a whole different kind of opportunity,” Jay Ettinger said of council members who called for the defunding of police following the George Floyd protests. “They saw an opportunity to take down a system and they’ve got a lot of blood on their hands right now because of it.

Ettinger isn’t the only one calling out Minneapolis politicians. After residents continued to complain with increased response times and increasing violence, the council approved 6.4 million dollars last week for police recruiting and hiring.

Ettinger told “Fox & Friends” he is not surprised by the public outcry for more police funding.

“If you gave this script to a Hollywood director … they would laugh at the premise, it’s so absurd,” he said.

“What this city looks like today compared to two and three years ago is startling,” he added.

Less than a year ago, the Minneapolis City Council wanted to disband the Minneapolis Police Department (MPD). But now they have released $6.4 million dollars to recruit and hire additional police officers. While this may sounds like satire, it’s actually a lesson about crime and policing—a lesson the Minneapolis City Council has chosen to learn the hard way about what happens when you attempt to “de-fund” law and order.

With staffing allotted at 817 police officers, MPD has just 638 officers available to work, according to the Daily News. Making matters worse, 155 officers are on some form of extended leave while others have resigned or taken early retirement. However, some remain completely unfazed about how the lack of available officers directly relates to a lack of public safety. In fact, some seem to be altogether ignorant of the correlation.

Still, some remain too ignorant to care

Meanwhile, efforts continue to rip apart there agency with a political committee called Yes 4 Minneapolis is set to begin the collection of petition signatures to ask voters this November whether to replace the department with a new entity that would take a “comprehensive public health approach to safety.” A coalition of well-known progressive groups, such as Reclaim the Block and TakeAction Minnesota, are part of the effort according to the Star Tribune.

We have chronicled the ills that plague Minneapolis and most start at the top, with Mayor Frey and the leadership of his administration. Without taking ownership of the policy and training decisions that served as the backdrop of the George Floyd incident and making it about bad cops and racism, they got what they asked for: anger, resentment and a community that appears set to eliminate actual law enforcement in exchange for whatever “reimagining” they believe will work.

While we feel for the hard working citizens in Minneapolis and the officers that are sworn to protect them, it’s time for them to leave. Yes, the sign that city politics have failed and obviously reversed course is a sign: an exit sign.

There are few other ways to rationalize it. The city is about to spend $6.4 million dollars in an effort to salvage whatever is left of protecting a city that is now seeing violence and response times higher than ever before. Of course, once you let crime and criminal behavior go unchecked, without consistent law enforcement efforts, throwing money at the problem is just like throwing money away.

Good luck recruiting cops in Minneapolis…

If anyone dreams about becoming a Minneapolis police officer, they probably won’t pass the required mental health evaluations because they’re certainly out of their minds if they think starting a career as a police officer Minneapolis is a smart move.

Idealistically, we can only suggest that potential recruits should refrain and not deny the politicians and the protesters of anything they demanded. They wanted to defund the police—so let them have their way. Of course, as any rational person knows, defunding police departments leads to increasing crime. Granted, nobody is going to want to live in Minneapolis the way things are going, that is with quality of life going downhill, and violent crime going up and up.
Leave the failing cities to those who failed the city…

Our advice to the good people of Minneapolis is to leave.

Yes, leave the city to those who ruined it with absurd political policies.

Leave it to the “activists” who demanded all the “defunding” in the first place.

Leave it to Mayor Frey and his pandering politics to pick up the rubble.

And don’t forget to demand accountability from Mayor Frey and the Minneapolis City Council on your way out…

Stupid is supposed to hurt.  That's nature's way of discouraging stupidity.

The citizens of those cities are the ones who voted for these clowns (yes I know not everyone voted for them but enough of a majority DID for them to get into power).  It's time for the citizens to suffer the consequences of their actions (or inaction by not voting).

Let it burn.  

Since it's likely the officers in saint floyd's death will be acquitted, Minneapolis will probably burn again.

Most of the time it takes time to lateral from one agency to another, especially if there's a civil service process involved
Most people who are in law enforcement are there for a career. The ones who bail out early realize that the law enforcement gig is not their cup of tea and get out for the right reasons. Those who stick around through bad administrations have a long term perspective on the job

In the State of MN, there are currently 47 open positions for full time police officers, and less than 1/3 pay equivalent to what Minneapolis pays.   Part of the problem lies with the fact that Minnesota is a very centralized state with businesses centralized around a select few population centers like the Twin Cities, Rochester, Duluth, and a couple college towns.  You gotta remember that cops have spouses and families, and can’t just pack up and move on a whim.  Employment because very difficult to change when you leave the major cities.  There are still 630 officers working for Minneapolis PD, and currently only about 20 full time sworn positions available within commuting distance of the Twin Cities.  I work for a metro agency, and if I left the Twin Cities, my wife would have an extremely difficult time finding another job in her current field, and she’d likely take a pretty significant pay cut in the process.  For a lot of guys, leaving the metro area brings about a lot of issues, not the least of which are family related.  

The average Mpls cop also makes over $100k/year, which is very difficult to do in most other agencies in MN, and altogether impossible to do if you’re in a rural agency.   Right now in Minnesota, I think we only have about 10 agencies where officers are capable of making $100k+ annually.

From everything I’ve heard and seen, Minneapolis cops go to work, do a half-assed job, don’t do anything proactive, collect a paycheck and go home.  And then they do it again the next day for OT.  From the sounds of it, there’s basically unlimited OT over there, which kinda sounds pretty awesome when you got bills to pay or want a new fishing boat, or your kid needs braces.
