Look at the websites of the different companies. Point Blank, Second Chance, ABA, PACA, Safariland.
My dept. went with PACA, in 96, the Second Chance in 2001. Our vest are IIs, IIa is a little short of what you need. IIIa is better and may be what your looking for if you feel the need. These days with vests beconing so light, what a II felt like a few years ago may meet the comfort level of today's IIIa and may be easily tolerable to you.
I bought my own in 94 and laid out $550 for a Point Blank II with a shock plate and an extra carrier, which was a great investment(the extra carrier).
Also look at the vest that have carriers made to match your department's outer shirt. My friend got one of these and can crack it open on the hot days during down time. Also, since your from upstateand don't opt for the shirt type outer carrier and if your department allows it an outer carrier is a great thing to have. It's just outer carrier that looks like a vest and is great for the winter when your out in the cold and have your duty jacket on over it. These commonly have some type of insulation as well but again, aren't under your shirt and you can crack it open when your hot.
