Are they totally pre and post bans illegal in Ny? Wanting to build a post ban as a gift for a family member that resides in NY. Thanks for any input.

No, actually, outside of the 5 boroughs of New York City, pre and post-ban AR-15s are perfectly legal.  Local regs may vary, but for the most part, as long as the AR-15 is within federal law compliance, it should be OK.
